The course engaged the main national, regional, and municipal players responsible for responding to disaster situations. The involvement of local structures was of utmost importance, allowing players from 26 agencies to work together, get to know each other, and coordinate on simulated scenarios.
The course took place at a military base. Training activity was held in military tents and physical spaces, complemented by an auditorium. The extreme weather conditions, posed a considerable challenge, which required extraordinary commitment from all the trainers and candidates. High praise was given by the various representatives from the different entities that attended the training.
130 candidates finished the training and completed the evaluation. The final evaluation feedback from candidates was very good with 96 % of satisfaction; from the Instructors view, 95% of the objectives were achieved.

In the course was introduced parallel scenarios both simulation days with mass-shooting incidents based on a new scenario with 40 casualty cards based on real civilian shooting incidents. These additional scenarios were evaluated as a successful contribution to the course, being in line with the trend in global terrorism towards multiple simultaneous sites for the attacks. A good representation from the police with staff from Police Special Forces emphasized the realism of scenarios like this and applied a hard pressure on the Regional Command.

The Course was organized within the THREATS Event that represented the final workshop of the European Commission funded project THREATS www.threatsproject.eu
The Course was anticipated by the THREATS Conference (manifest attached) and utilized as test-bed for a THREATS case scenario simulation: part of the participants have been exposed to a “second strike” scenario, where a terrorist attack hit one of the hospitals involved in the management of a first strike and tested some THREATS tools.

The participation of the international faculty to the Course was so wide that made it possible to also hold the annual MRMID Business meeting (May 22nd).
